The owner of a Venice pet salon will be charged with cruelty to animals, according to police and court documents. Those same documents show the owner of the Happy Puppy Pet Spa, Phyllis Luca, told police she is responsible for injuries caused to a dog she was grooming. Police say Luca broke the jaw of a four-pound poodle. A video of Luca allegedly abusing another dog was posted on Facebook and went viral late last year.
