A top official with the Florida Highway Patrol who ordered his troopers to write more tickets has resigned from his position. Maj. Mark Welch of Troop H in Tallahassee turned in his resignation letter on Wednesday. In what was clearly a transparent suggestion to troopers, the 35-year veteran was called out by Florida Attorney General Pam Bondi, saying his order was stupid and reckless. Welch told troopers through an email that he wanted to see two citations per hour while they are on shift.
