Two people face charges after a puppy was found inside their home, malnourished and with broken bones. If it weren’t for a leaking roof inside a Port Charlotte home on Haines Avenue, it’s unclear what might have happened — this is just days after Charlotte County Animal Control said they saw a record number of cases this year in the county. 34-year-old Hector Martinez-Rivera and 20-year-old Sirena Piper were arrested for causing cruel pain and suffering to an animal.
