Hermine was already causing havoc yesterday morning. A Port Charlotte neighborhood was under water after getting soaked all night, by rain. Residents of the Gardens of Gulf Cove, located north of McCall Road, said while they typically experience some flooding when it rains, but not water this high. Driveways and sidewalks were covered in water.
The general manager of the development said it’s not just rain to blame for the flooding.
