Thousands of people have reacted to the idea of taking the West Indian manatee off the endangered species list.
The Tampa Tribune reports 22,600 comments have gone to Fish & Wildlife after the announcement of its plan.
Regulators say the species has rebounded, and local, state and federal law all protect its habitat.
A final decision may come next year.
