A new bipartisan bill in Congress would offer tax credits of 20 to 30 percent to film and television productions that shoot in the United States, an effort to counter the generous incentives that have sent so many productions to Canada, Europe, and beyond. Sens. Tim Scott and Raphael Warnock are leading the charge, and the bill has picked up support from President Donald Trump, director Christopher Nolan, and actor Jon Voight.
The argument behind it is economic. Productions don’t just hire actors and camera crews. They book hotel rooms, rent equipment, eat at local restaurants, and hire tradespeople for weeks at a time. Advocates say those ripple effects reach tourism too, since fans love visiting the places where their favorite films were shot. For Gulf Coast communities that already depend on visitors, that kind of attention has real value.
The pushback is familiar: tax credits mean forgone revenue, and critics want proof the investment pays off.
