Sarasota’s police chief has expressed disappointment.
Bernadette DiPino has ordered an internal investigation after video showed one of her officers fedding a handcuffed homeless man like a dog.
The video from the jail lobby appears to show Andrew Halpin tossing food into the man’s mouth.
That follows the man obeying some kind of command.
Halpin remains on administrative leave.
